How to use it:

When validating a GitHub Actions workflow with actionlint v1.7.12, run `actionlint <workflow.yml>`; it checks `on.schedule` timezone values against IANA timezone names.

When a workflow uses `case()` in a `${{ }}` expression, run actionlint on the workflow to check the expression and its arguments.
