HOW TO USE IT
When validating a GitHub Actions workflow with actionlint v1.7.12, run `actionlint <workflow.yml>`; it checks `on.schedule` timezone values against IANA timezone names.

REQUIREMENTS AND LIMITATIONS
- Version: v1.7.12
- <workflow.yml>: Path argument(s) select workflow files to check; without a path, actionlint finds all workflow files in the current repository.
- on.schedule[].timezone: Timezone value for a scheduled event; actionlint checks that it is a valid IANA timezone name.
- The executable binaries are slightly larger because they embed the timezone database.
