HOW TO USE IT
When enabling VPA Decision Logs for a GKE cluster, include `KCP_VPA` in `--logging` when creating or updating it.

REQUIREMENTS AND LIMITATIONS
- <cluster-name> (required): Cluster name positional argument.
- --logging: Sets the components that have logging enabled; accepts a comma-separated component list.
- KCP_VPA: Valid `--logging` component; added to enable VPA Decision Logs.
- SYSTEM: Valid `--logging` component; required in the list when `--logging` is set for `create-auto`.
