When managing Data Lineage, use `gcloud datalineage runs` to create or list runs and `gcloud datalineage lineage-events` to create events.

gcloud datalineage runs create <run> --process=<process> --location=<location> --state=started --start-time=<RFC3339-time>
gcloud datalineage runs list --process=<process> --location=<location>
gcloud datalineage lineage-events create <event> --run=<run> --process=<process> --location=<location> --start-time=<RFC3339-time>
