HOW TO USE IT
To upgrade a Workbench instance to the latest image in a different family, pass that family's full Compute Engine resource name with `--image-family`.
gcloud workbench instances upgrade <INSTANCE_NAME> --location=<LOCATION> --image-family=projects/<IMAGE_PROJECT>/global/images/family/<IMAGE_FAMILY>WHY THIS HELPS

BEFORE THIS CHANGE
If `--image-family` is omitted, the instance upgrades to the latest image in its current image family.
REQUIREMENTS AND LIMITATIONS
- INSTANCE_NAME (required): Name of the instance.
- --location (required): Google Cloud location of the environment.
- --image-family: Full resource name in `projects/{project_id}/global/images/family/{image_family}` format; selects the latest image in that family and allows upgrades across families.
- IMAGE_PROJECT (required): Project hosting the image family.
- IMAGE_FAMILY (required): Target image family name.
