Supabase CLI can skip vault synchronization

HOW TO USE IT

When running `supabase db push` and Vault secrets should not be resolved or synchronized, add `--skip-vault` to the command. Migrations still run.

WHY THIS HELPS

Run a Supabase CLI workflow that would otherwise synchronize the vault when that synchronization should be skipped.

REQUIREMENTS AND LIMITATIONS

• Version: v2.114.0
• --skip-vault: Skips `[db.vault]` decryption and remote synchronization during `db push`.
• Prerequisite: Use Supabase CLI v2.114.0 or later for this option.
